Mouser, Filieatreau lead spending in race for county clerk

MOUSER

Sunday, May 16, 2010, 12:15 p.m. – The 11-way race in the Democratic primary for Nelson County Clerk has been an expensive race for many of the candidates, paid mostly out of their own pockets.

PHILLIP MOUSER. In the latest reports filed with the Nelson County Clerk’s office, Phillip Mouser is the candidate who raised and spent the most in the Democratic primary with a total of $17,050.

Mouser’s 15-day pre-election report shows that he contributed at total of $16,500 in January and February 2010 to fund his campaign. He reported only two other donations to his campaign: $500 from Patrick Guthrie of Rancho Mirage, Calif., and $50 from Bridgett Wilson of Bardstown.

Mouser’s largest single expenditure was $7,039.63 in advertising with the Kentucky Standard, followed by $4355.49 in advertising with PLG-TV 13. Other media buys include $798 with WBRT and $200 with Channel 4 in New Haven. He also paid $2,050.49 for campaign signs from a Versailles company; $424 for campaign donation from GBA Printing; and $100 for additional advertising from the Old Kentucky Home Country Club.


FILIATREAU

ROBERTSON

ELAINE FILIATREAU. Filiatreau’s election finance reports shows total receipts of $12,536, including $11,000 from the candidate, and additional contributions from Janet Bradley ($100); James T. Filiatreau ($1,000); County Clerk Phyllis Mattingly ($200) and Kenny Ice ($200) all of Bardstown.

Expenses include $2316.02 in ads in the Standard;  $1695 in radio advertising with WBRT; $1,902 for stamped envelopes; $2122.42 for yard signs and printed materials; and $262.88 for shirts;

FRANCES ROBERTSON. The New Haven Democrat has run an entirely self-funded campaign, and recorded the largest single media buy in the county to date for the primary election.

On her pre-election 15-day report, Robertson reports spending $9931.95 so far in her bid for county clerk. On March 1st, her campaign reported the largest single advertising expenditure, with $7,362.46 paid for print advertising in the Kentucky Standard. She reported spending an additional $1,214.16 on newspaper advertising in April for a total of $8576.62. She also reported spending $425 for advertising on PLG TV 13. The bulk of the remaining money was spent on sign materials at Lowe’s ($524.17) and at Two Guys Printing for cards and other campaign materials ($571.50)


MCCOY

NEEL

PAUL MCCOY. Bardstown businessman Paul McCoy reported $5410 in total receipts in his latest campaign filing, including $3,500 out of his own pocket.

McCoy’s campaign donors include: John C. Newcomb ($500); Mary Nancy Todd ($100); William G. Brown ($100); Philip Nally, $100; Leland Barlow, $300; and Flaget Nally, $100, all of Bardstown; Bill Barnes of Cox’s Creek, $100; Lisa Duzyk of Lexington, $200; and Susan Smith of Chicago ($200).

On the expense side, McCoy reported spending $4,015.34, including $1849.70 for signs from Carey Signs; advertising in the Kentucky Standard, $1,130.14; advertising in Simply Put, $417; and $168.61 at Toddy’s for alcohol for a campaign rally.

MARGARET NEEL. Neel, one of three deputy clerks vying for clerk, reported a total of $4,249 in receipts. The total included individual donations from Janet Boone, New Haven $500; Wanda Sutton, $500; Joe Neel, $250; Sharon Shanks, $50, Hazel O’Bryan, $20, all of Bardstown; Bill Hudson, and Judy Hudson of Boston, $50 each; and a fundraiser that netted $2829.

The largest expenditures in Neel’s campaign so far have been advertising in the Kentucky Standard ($890) and on WBRT radio ($294). The remainder of the expenses were for printed campaign materials and supplies.


CHESSER

KASAMA

BOBLITT

BARBARA CHESSER. The bulk of Barbara Chesser’s campaign spending to date has taken place in March and April. With receipts of $3940 ($3,600 of her own money, plus $300 in unitemized contributions), Chesser purchased campaign signs and related materials from TLC Graphics ($1467.20), and print advertising in The Kentucky Standard ($2,016.75).

MARLENE KASAMA. In Kasama’s filing on May 5th, she reports total receipts of $3,000 and in-kind donations totally $304.75. The filings don’t itemize her earlier expenses ($2715.02), but her May 5th filing shows she spent $62.43 on April 26 for 10 yard signs.

NEIL BOBLITT. Boblitt reported giving his campaign a total of $3215.48 through April 16. His largest expenditures during that reporting period included $1,931 for campaign signs, $488.08 for business cards; $389.76 for print advertising and $117.90 for door hangers.

MASTERS

CANDIDATES EXEMPTED FROM REPORTING. Jeanette Sidebottom and Gina Arnold requested exemptions from the pre-election campaign finance reporting requirements when each filed for office. Candidates who expect to spend less than $3,000 in an election may request to be exempted from the pre-election reporting, but are required to file a post-election campaign finance report within 30 days of the election.

Todd Spalding and Colonel Michael Masters requested similar exemptions, each stating he expected to spend $1,000 or less in the election. Candidates who spend less than $1,000 are exempt from filing any financial report. Masters withdrew from the race, though his name will remain on the ballot.

POST-ELECTION REPORTS. The final expenditures for the leaders in the county clerk's race have jumped during the campaign's final weeks. The Nelson County Gazette will provide full reports on this race as well as the other primary races as we begin to look ahead to the August filing deadline for non-partisan races.
